Schools should be the place or the first level where best communication should be address because schools are the best and trust worthy places where people should be educated about ground rules of how to be a good human on earth.
Many children lost communications at their homes so schools should take over those kids and teach them the best way to communicate because teachers are trained for their work and how are they going to deal with students who can no do things in a proper way.
